What I think might be the problem, is that I ALWAYS run FOMM as administrator as I am not the master account on my computer and when I go into the documents folder for the master account where the FNV ini file and whatnot usually are, they are not. It says not to install any mods either, but I have since then added 21 different mods and they run just fine. It doesn't seem to be causing any issues other than the annoying issue of the message popping up upon launching. The file has been generated and I'm looking at it right now. I've ran the game, played for SEVERAL days.

Alright, so for some reason every time I run FOMM and select New Vegas it tells me I don't have a Fallout.ini file.But I do.
