This means that the screen timeout duration that you set for your user account might be different from the screen timeout duration of any other user account on the same computer.

Since the configuration is user specific, you can use a standard user account to make the modifications, but the modifications will be reflected on your account only. In order to make modifications in the screen timeout duration in Windows 8/8.1, you are not required to log on to the computer with the administrator account.
